Hi all,
My request is a bit special, I am trying to configure my video encoder to get an effect you may have seen before, but is a bit hard to explain...
Let's say that we have two scenes : a landscape, and right after, a smiling face; AFAIK the encoder detects the scene change and puts a key frame at the beginning of the "face scene". BUT now, sometimes, maybe because the key frame is corrupted or whatever, the scene change doesn't occur well : the landscape is then distorted according to the face movements, but keeps its color until the next scene... You see what I mean ?
I don't know if this effect has a name, anyway I think it's very cool and would like to make it happen intentionally. I currently have the K-Lite Codec Pack, that has a lot of options but is quite poorly documented... I made some tests and got some fun stuff, but not really what I want

AviSynth's MergeLuma() and MergeChroma() will let you combine the luma channel of one video with the chroma channels of another.
The normal similar transition is called a mosaic.

What I'm looking for is quite different, I edited my post with a more explicit exemple I just managed to find among my vids ^^
A first clue is that the video where it's from claims it's 14 hours long, while the real length is rather 1h30.
(PS : I just tried AviSynth, it look like an ImageMagick for videos... Nice 8) )
There are a couple of expensive bad video effects plugins for the likes of After Effects and Fusion that might do it, but I suspect to get exactly what you want will require you creating custom masks and effects.
Or take an MPEG file and write random garbage in random locations to cause similar decoding errors.

You might be able to use Ts Packet Editor to locate a key frame and then use a hex editor to screw it up.
