To the experts : what program do you recomoned to obtain such values?

hi i have an avi video file and i want to convert it to an mpeg video.....the only problem is the output parameters are not satisfying at all

i want the output has parameters similar to

format: mpeg
Duration: (any time)
Start Time: 0.400 s
Bit rate: 8163 kbit/s

Video: mpeg2video, yuv422p, 720x576, 8000 kb/s
Audio: mp2, 48000 Hz, stereo, 224 kb/s


but the best result i could obtain was

Format: mpeg
Duration: (any time)
Start Time: 0.500 s
Bit rate: 2247 kbit/s

Video: mpeg2video, yuv420p, 480x576, 2516 kb/s
Audio: mp2, 44100 Hz, stereo, 224 kb/s



what concerns me the most is the bit rate and the video bit rate (both have been underlined)

is there a program to obtain these two values without exceeding it (i do not want it to exceed the 8000 K limit)


i need to know what program can do this very very much
