Media Portal (http://www.team-mediaportal.com/) is great, it not only allows to watch TV, you can use it to schedule recordings (which get done even when MP isn't running, because the TV Engine runs as a system service), play your media files (audio and video), view pictures, radio, etc. Better yet, freeware and Open Source.
Everything on Dish and DirecTV in the USA is encrypted. You won't be watching any of it on a PC unless you use a satellite decoder box and capture the analog output.
