BD Rebuilder Question

I tried searching but couldn't find an answer:

Under encoding there are two options but one of them ffmpeg is greyed out and only one (x264) is available for selection.

Is this the way it is supposed to be? I followed J Dobbs instructions as to the programs to download but didn't move anything to a different folder.

if you search the doom9 bd rebuilder thread you will find this comment:

you can only select x264 because the code for ffmpeg is not implemented and may never be
