Please excuse me, but I'm completely unfamiliar with video terminology, and my preliminary searches have come up empty.
I would like to post a video to my website along with a transcript. So far I know how to do that part. However, I would like to be able to link certain segments of the transcript to the video so the video will launch at the appropriate point.
I can doctor up the transcript to include hyperlink references, but I don't know how to identify, set, or mark the video "launch position," if I can call it that.
Any pointers or reference materials are appreciated.

I'm not sure. You could divide the video into several seperate videos (ie: chapters), then simply link to each video.
