  1. What is the best way to crop a mpeg2 file and save it with a 1.85:1 or 2.35:1 anamorphic aspect ratio?

If you must crop you must reconvert, use a good converter like hcenc and cut using avisynth.

If this is for DVD then it must have a 1.778 : 1 (16:9) aspect ratio, so if the source is 1.85 0r 2.35 : 1 you will have to add black bars to get it back to 1.778 before encoding.

Mpeg-2 (outside the VOB container) only supports 4:3, 16:9 and 2.21:1. Inside the VOB container it only supports 4:3 and 16:9.
