Operating directly on .dat files is a bit tricky. The best option is to convert to "regular" .mpg first (this is fast and doesn't degrade quality at all; no encoding is involved). VCDEasy will do this just fine (and the free version is all you need). Then use, e.g., TMPGEnc, whose tool set includes a simple cutter/splicer. Again, the free version is all you need, since you are operating on MPEG1 streams. VCDEasy will then happily re-author as a VCD for you (if that's what you want), and create ready-to-burn bin/cue images. Burn with your favorite tool, and you're done.
Later edit: I should mention that, if you are trying to splice together two streams at other than I-frame boundaries, you can encounter difficulty. Some trimming may be necessary to fix this (TMPGEnc's editor is I-frame aware, so it will automatically trim at the right points, setting you up nicely for a subsequent splice). Timecode breaks can also be a problem. If so, MPEGStreamclip (again, free) will fix that for you. It also can be used to perform simple cuts and splices, although it seems to produce a slightly noncompliant stream that causes problems with some authoring tools. The cure then is to demux and remux with TMPGEnc.
Unless you need a truly seamless splice, it might be better to author the VCD with the separate streams kept as separate titles. Specify the minimum delay between them, and you can get pretty close to a continuous transition between them. This is what I do most of the time. Saves a lot of work, reduces the need for aspirin.
