How can I get excerpts off a DVD into a format that I can drop onto a Sony Vegas timeline? I don't want to lose any quality, just want to be able to get the MPEG-2 video, along with the AC-3 audio streams into Vegas.

You should be able to simply drop a VOB or MPG file onto the timeline.

However note that Vegas Pro is not a smart rendering editor for Mpeg-2, so you will be re-encoding all the footage.

Hmm, well is it possible to use something else that won't re-encode the MPEG-2? I just need to make some sample clips from the DVD.

Yep, dvd shrink(in the reauthoring mode), VIdeoRedo or MPEG-VCR.
