Apparently it's possible to create a mixed mode CD with cdrwin using a .cue sheet, but how about a CD-extra? And what programs would accept such a .cue sheet? I ask this because I want to burn a CD-extra using a .cue sheet for the audio portion. However, the burner I want to use for this cannot do multi-session discs, so it must be done in one session.

You could try to mount the disc image with Daemon Tools,
and then do a straight disc-copy.

Unfortunately I'm not simply copying an existing CD, but trying to make my own audio disc and then have the artwork included in the "extra" portion.
