I'm trying to use DVD Shrink 3.2 to copy a disk and I get the following message:

DVD Shrink encountered an error and cannot continue.
    Failed to read file "E:\"
    Incorrect function.
Anyone know what that means and how to get around it?

In Nero7 and above there's a program called Recode. Try using it. It does the same thing.

DVD shrink is old and no longer updated software. As good as it is, you should only use it on the output from DVD Fab HD Decrypter or other frequently updated ripping software.

    it's probably a dual-layer home-vhs-to-DVD done by a company for him/her.

I still think that DVD Shrink is one of the best combination copy/video compression software programs around.

Unfortunately, it has not been updated to defeat the latest copy protections for several years now.

I use it in conjunction with AnyDVD. DVD Shrink thinks that the disk is not encrypted, and works as good as ever at copying and compressing video onto one disk.

Unfortunately again, unlike DVD Shrink was, AnyDVD is not free.

The disk I'm trying to copy is a borrowed one with some scratches that look minor. But now I think that may be causing the problem. Is there any way of buffing out or filling any scratches??

There are different ways of trying to remove scratches including using a toothbrush and toothpaste but I would first try DVDFab Decrypter.
I have had mixed results trying to remove scratches and sometimes I made it worse.

  13. aways used to use ispropoyl acolhol to clean but recently found a running tap and hand liquid soap worked well.

Try that first and isobuster or hd decrpyter also, a local shop may buff the disc for you $4
