My company is currently working with Adobe Premiere Elements 7 and 3rd party tools such as Flix Pro to encode a streaming video from an MPEG2 encoded file via AP. We've tried encoding to FLV via AP, but all we get are hangs in the encoding process at a lower bitrate (<4Mbps) or too high of a bitrate (which does complete).
All our encoding efforts have produced sub-par quality videos (except for the >4Mbps streams, which are too high). Our videos are 1m 22s long and any FLV encoding usually produces a file of about 11-14MB. We've tried 1Mbps bitrate and the quality is just too low to be acceptable (and lower than several sources we've referenced).
What can we use and how to get a standard 720p streaming video from our MPEG2 conversion (or any source necessary from Adobe Premiere)?
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

Try using h.264/aac in .mp4, which is accepted by adobe flash for streaming. Check if your web application will accept this format, if it's based on adobe flash (9.3 and later), chances are it will.
Compression/quality is much better than vp6/flv, you could cut your bitrate requirements by more than half on average
Try not to use a lossy MPEG2 intermediate exporting out of Premiere, rather a lossless format (e.g huffyuv, lagarith) to input into the 3rd party tool. There are many free 3rd party tools that can encode high quality h.264/aac/.mp4 (.e.g xvid4psp , ripbot264, megui) . You could also pay for the Mainconcept plugin for Adobe Premiere (not sure if it works with Elements) which is about $400-500. Honestly the quality is better using the free tools and x264 encoder. -

As PDR mentioned, export to something lossless like Huffyuv AVI and encode that to h264 MP4 with an app like Xvid4PSP or AutoMKV -
you don't say what the specs of your mpeg-2 source are. dvd, hd, other and at what bitrate? 4:3, 16/9, other?

Sorry, they are: 16:9, bitrate was mentioned as being low (trying for 1Mbps or so), and HD 720p. Giving some of these other recommendations a shot. Any other ideas are appreciated!
