    I stopped using Nero after reading gunslinger's sticky post about what crap it is. (see above) I now have 2 files that I encoded: a m2a audio file and a mpeg2 video file. I want to burn these to a dvd. What software should I use that doesn't have its own built in encoder? I'm expecting these two files NOT to increase in size anymore since I encoded them myself with Canopus procoder.

    You could try the freeware GUI for dvdauthor, or DVDauthorGUI for a really basic authoring program.

    GfD is my choice.
    But if you don't need a menu, even simpler is ReJig or Muxman (free version).

    Then use ImgBurn to burn the resulting VIDEO_TS folder to DVD. Though Nero can do this, if not as reliably.
