Web Converter

Hello
I promised a friend that he will make a system to convert movies / videos through a web browser.
He has a site for consoles, and if you can help me I'd be very grateful.
So the problem is that I don 't know how to work with mencode ffmpeg & x264 .... etc .....
If you can explain how everything works and what commands can be add subs..I have server who can maintain that his system.

All I can do but to set the conversion.
He wants to convert from
avi, mkv (if integrated subs to retain them), ogg, 3gp, flv to mp4 for PS3, PSP, GSM.

Sorry if I am wrong section or I'm not given proper explanation of problem.
I'd be very grateful if you help in this complex endeavor.
