how can i re-encode .mkv or .mp4 file (h264) and change it resolution - i have files in mp4 and mkv with h264 format and resolution 1280x720 i want to change them in xvid or divx format and change resolution to 640x480 or other smaller resolution.

or use avisynth with directshowsource()
and feed to any encoder (vdub)
more gritty is,
to demux using mkvextract or mp4box,
index with dgavcindex,
load dga into avisynth with avcsource(),
encode with an encoder of choice (vdub),
and handle audio accordingly

The quick Media converter 3.5.7 freeware now includes manual resizing option for xvid divx ipod QT and wmv in simple mode and will do what you ask for in this post.
