So I have a directory structure setup already exactly as an SVCD should be with proper menu's and everything. My problem is this though, every package I have found for making an SVCD iso image either wants me to use it's menu editing software or it has everything locked and will only allow me to add the video files. Is there an SVCD image creating software package that can take all the existing files I have and just create the ISO from them in the correct order?

might be easier if you list which software you have tried first.
