monitor other room via web cam

I need to monitor a room where computer based testing (entrance examination for students) is being held. What are the equipments and softwares that i need? I was thinking of a webcam for video surveillance and headsets with mic for audio surveillance. It is still a pilot project and budget is limited so expensive equipments are out of the plan. If the project works maybe i could request for better equipment. I will try also to research on codes relating to the use of web cam since i know visual basic.net 2008 programming.
