  2. It's OK as a very general rule for "average" video. But there are many exceptions.

    Here's a full D1 encode that is excellent at a little over 2000 kbps VBR:

    still.m2v

    Here's a full D1 encode that is full of macroblocks at over 9000 kbps VBR:

    flash.m2v

    Obviously, I created these know what type of things MPEG is very good at and what type of things that MPEG is very bad at. But the former is very much like many people will do when creating slideshows of still shots. The latter is similar to a party scene with flashing strobe lights, or a shot with lots of smoke, heavy rain, explosions, the sun reflecting off wavey water, etc.

    You should always consider the particulars of your video when encoding.
