    SpotRemover is your best shot on this. There are some new avisynth versions that do more things on the picture that the old virtualdub version.
    The problem with this filter is that it doesn't like interlace video.

    That kind of restoration you wish to you, needs manual frame work, using a program like photoshop, etc. This is how the big ones do it.

    I personally don't think these filters and effects are perfect. They may remove the spots, but they may also remove other details in the process. You will have to try many settings to find one you like, if you find one.

    I agree with SatStorm in that this would be a frame-by-frame job to get good results. Unfortunately, this type of stuff is done in Hollywood, or DvD companies, where it's a justifiable expense to pay a whole team of video editors to manipulate each frame carefully, with the best software and computers, to get the best results in purposes of restoration.

    Photoshop and the "stamp" function can be very effective, but do you have time for thousands of frames for a whole movie?

    I use the RemoveDirt AVSI script: see http://www.removedirt.de.tf/
    It blurs the frame a bit, so then I sharpen; eg:
    • RemoveDirt()
      Sharpen(1.00)
    or
    • RemoveDirt()
      FFT3DFilter(sigma=4.9, sharpen=1.0)

    depending on the source. I use AvsP to twiddle the sharpen factor, and any other corrections.
