I have been converting mp4's to my psp using dvdfab, but whenever I do they always have subtitles. How do i remove them?
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

What kind of subs? If they are burned into the video originally, you can't really remove them. If they are separate sub files in the same folder as the MP4, just delete them first before converting or move them out of the folder.

I don't see them anywhere when I hit the configure button.
Since it's a psp, does it not have the ability to turn them off? -
If they are not separate files in a folder with the MP4, no. A few formats have a way of embedding them in the video so they are selectable, but that's fairly rare. Many videos off the net, especially European, use hard subs burned into the video. You just have to live with it.
