I cannot remember how far back it was that someone asked about adding captions or subtitles to a home-made MPG video, but that is basically what I want to do now. I have the MPG file in question and a list of captions to add, but I would like to know what software I should be using and all that stuff. Any pointers?
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

Avisynth with vsfilter or virtualdubmpeg2 with vsfilter if you want permanent subtitles in the mpg. Or do you want closed captions?

Best way is to author as a DVD and add subtitles as a separate, selectable, item.
That will play on either a stand alone player or most media players on a PC.
Create and sync the subtitles in an editor like Subtitle Workshop.
Authoring apps like GuiforDVDAuthor can use SRT text subtitles.
