Why can't i render motion for chapter still?
when i'm adding chapter still from here:

i'm getting this massage when clicking "render menu motion":


weird...

Because you have inserted a still image. There is no animation (motion) to render. Personally, I create all motion menus in Vegas, then bring them into DLP for authoring. I never use Render Motion.

I take that back - you should be able to render a looping motion scene selection using that button, however it only works if the objects remain linked to the chapter points in the movie. If, for some reason, you have removed the links, you don't get to render motion because the reference point to the video is gone.
