Avid 's .dv to dvd chapters & audio issues

Help anyone,i edit my ntsc video in avid xpress pro 5...i otput the video as .dv file /avid codec.I can burn a dvd out of it using nero7 or tmpgenc.2 problems.I can't create chapters.it goes all crazy,when i try to select chapters it mixes up the video,like it would put the footage from the middle in the beginning etc.2nd ,the audio on the dvd burnt with nero is a bit behind.when i preview this .dv file in vlc seeking doesnt work.i didnt try burning with tmpgenc but i dropped the file in it to c if i can set the chapters...no i cannot.i did output it as qt reference and burnt a dvd with tmpgenc but the video quality is worst than burnt from .dv file.help!

what tmpgenc are you talking about? tmpgenc plus? tmpgenc xpress? tmpgenc dvd author?

dvd author...and?(but the same thing happens in nero and probably any other prog.)
