This past week, I used a IEEE 1394 Firewire Cable and CapDVHS to record the hi-def broadcast of the NLCS from TBSHD off of Comcast. Despite my complaining to them, for an entire hour, they left the signal unfixed with the following problem.

So, anyways, in an attempt to convert these over to standard DVD files (have done in the past), I'd like to fix the below problem.

As you can see, the top 'tenth' of the screen has been shifted down to the bottom of the screen as if the vertical hold dial needed to be adjusted.

Does anyone know of any video programs, freeware or not, that will allow me to simply shift the image now on the video file or to physical move the top of the image back to the top.

I'm working with .ts files but I do convert them to standard MPEG files (AC3 audio included)

    Thanks in advance.

That was a digital signal? I thought that only happens on an analog signal due to tape alignment on the drumhead. Remember that's a full frame and overscan won't display it. Truly weird...but I think most editors could help you with a slight zoom if you really wanted it gone.

Hmm, on second thought, what I would love to do is apply a mask to cover that without having to completely re-encode the MPGs I have now and thus losing further quality.

You can try Fix1088, but it'll only remove 8 lines from the bottom. Might not be enough. Read the readme.txt

    http://www-personal.umich.edu/~balazer/fix1088/

Here's a GUI version of the above.

You might be forced to crop, though. Whatever you do, work on a backup of the file in case anything gets screwed up.
