Could I for example import a 300dpi static image into the timeline?

Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

Yes, no problem.
One thing you need be aware of. Digital pics usually have square pixels whereas video has rectangular. I'm pretty sure the vegas manual has some recommendations for still image resolutions. For NTSC, where the video project is normally 720 x 480 and they recommend the still is 655 x 480 for 4:3 aspect ratio.
Since you're on PAL, check the manual.
Of course, you don't HAVE to change anything. You can drop any res / aspect on the timeline, it might just look a little weird.
