I have tv/vcr combo with an rf in and no rca outputs. Is there any way to hook that up to a dvd recorder to transfer tapes to disc?

Don't think so. You've got to use a stand-alone VCR.
If you have no outputs you cannot record from the device.
Somewhere buried inside your box is the output of the VCR in some form. With the schematics some engineer could build a black box to convert. Buying a DVDrecorder/VCR combo would be cheaper.
