I ripped a DVD to my PC using DVD Shrink, which created VOP, IFO, and BUP files, less than 4 GB total.
I used ImgTool, as recommended here, to create an ISO file from those files. However, the ISO file it created is around 7 GB, too large for a DVD. Any idea why this happened? Or how to fix it?

Well, this thread was started 5 years ago, and last had any meaningful content 3.5 years ago. Chances are pretty likely that the info is out of date.
If you have the VOB, IFO, and BUP files, then all need is ImgBurn, and select "Build" mode and change the Output to "Device" and you can burn the video files to the DVD directly without making an ISO. If you want an ISO, ImgBurn can do that too, Output->Image file and then you can burn the ISO using "Write" mode.
