Software To Crop A Video & Encode It In .avi Format

I need a software to crop some music videos from the top and the bottom like in the screen shots and encode them in .avi format without any lose of quality of the video... the source music videos r of extremely high quality in .vob, .m2v, .avi, .mpg & .mpeg file formats.... Can anyone help me out???

=> I wanna crop the highlighted part...
=> And make the videos like this


I've used Vegas before.... everything is great but its creates a white layer in front of the video which ruins everything.... See the screen shots of .vob file and file after using Vegas

Virtualdubmpeg-2 can do this. However unless you have a lot of disc space are are prepared to store the results using a lossless codec like Huffyuv or Lagarith, there will be some quality loss.
