I got to thinking about it, and it seems like it might work...or it might not. But I don't have any PAL tapes to try it on. Does anyone know for certain if capturing a PAL tape in an NTSC vcr with a Digital Video Stabilizer works?

No. Very few NTSC VCRs play PAL tapes.
