I am aware there are way to extract Closed Caption (not subtitles) from mpeg or DVDs but is there a way to write it back to mpeg as an open caption meaning it always will be displayed on video.
So no decoder is need to view them or dvd player with subtitle support is needed ie portable players etc.

Yes, after you extract them you can make permanent subtitles in the picture.You can use avisynth with a subtitle filter and a mpeg encoder to reconvert to mpg or virtualdubmod and frameserve to mpg encoder, https://forum.videohelp.com/topic272736.html
