is there any other way other than convertFPS to change the video frame rate?
convertFPS in Avisynth results in visual distortions that are not acceptable for my application..
is there any other plugin that make use of motion-compensation temporal interleaving to produce better result?

    Yes, many. http://avisynth.org.ru/mvtools/mvtools.html - Look for MVFlowFps2

This thread on Doom9 covers the state of the art motion compensated FPS tools. BTW - hope you have a fast PC....

The thread was about slow motion but it works for frame rate conversion too:

Oh, and there's always AVISynth's ChangeFPS() which simply drops or duplicates frames. The result is jerky of course.
