interactive video engine

I am searching for a program /win or mac/ that we can use for our project.
we have a lot of video elements, sounds, voiceover, etc and we have to make a kind of interactive tour /or game/ where people can walk around in a 360 degree real video environment clicking on objects, talk to persons, so it would be like a game but instead of textures we would using real video or photos. anybody knows a software that can integrate all this, some kind of interactive video engine? thanks for any replies.
