  1. If I have an avi source with a fps of 23.976(NTSC) and I am converting the said file to a DVD with 29.970(NTSC) fps, do I also need to change the framerate of the demultiplexed audio to 29.970?

    Short answer: No.

    Long answer: As long as you're not changing the overall duration, it shouldn't matter.
    But FYI-audio doesn't have FPS, that's for video only. Audio has ?sps? (samples per second=samplerate). That would be 44.1kHz or 48kHz. 2 comletely different beasts (audio vs. video).
