My guess from your description is that the footage received from your camcorder was Bottom Field First and you encoded it as Top Field First (or vice versa). I believe it's possible to change the field order flag without re-encoding, but I don't know the name of the application that will do it. In the future you will want to pay attention to the field order and set your encoding properties accordingly.

The strange thing is that , only the pans looks "jumpy", the effect is more visible
when the pan is slow..
I may not have an answer to the problem but here are some hints...
If your source DVD is NTSC and viewed on a PAL system often the pans a "jumpy"
and the other way around PAL source is jumpy on a NTSC system..
Check how permier pro encodes your DV video...
I have also noticed that if you have a source that use 23.976 fps and you encode it
with pulldown function to get 29.976 fps NTSC progressive, this "jumpy" effect will show...
I have been looking around this forum for a real tecnical answer but havent found one...
This is my own experience as a result of testing with different sources..

Your video might have been imported wrong. Premiere often insists my source is bottom-field, and I have to change the source settings.
