  1. Toast is able to look at a video_ts folder and see individual video clips on the disk. Can any other program do this? Toast 8 is messing up video when I export it, so I would like to use another program that does not screw up my video.

    unencrypted ( non commercial) DVDs can be read via MpegStreamclip. Just tell it to open the VOB on the disc.
    You can then export the clips out to a number of formats.
