An upconverting DVD player takes the resolution of a standard DVD disc which is 480 lines (progressive scan) and roughly doubles the lines to 720 progressive or 1080 interlaced resolution so that you get a high definition output on a high resolution screen. The best upconverting chips manage to do this while retaining detail, but they're essentially only blowing up a smaller resolution image. Real high definition content (Blu-Ray or HD DVD )is already encoded at the HD resolution, but you need a high definition DVD player to play these HD discs. Some people say that it's hard to detect the difference between a good up-converting DVD player and a HD or Blu-Ray DVD player.

All HDTV sets can receive a 720x480i or 720x 480p signal from a DVD and upscale to the resolution of the display screen.

Upscaling DVD players do a similar upscale to 1280x720p or 1920x1080i. Then the HDTV scales that to the "native display resolution"

Think of upscale as similar to "Full Screen" on your PC player. If you play a file at normal size, say 320x240 or 720x480 it will be a window on the desktop. If you invoke "Full Scrren", your display card upscales the video to screen resolution (e.g. 1024x768 or 1280x1024).
