    I am in need of a converter to take a NTSC composite signal to a PAL-M RF signal. Any ideas on a inexpensive way to do it?

    Get a transcoder.
    Not hard to find, even for NTSC to PAL-M.
    Here is PAL-M, I don't know if any other country is, but if you plan to buy it here (Brasil) you will find some on mercadolivre.com.br

    Won't any PAL-M VCR play NTSC tapes to PAL-M output?

    Yes.
    But as we don't know what he wants... :/
    For example: if he's going to plug a playstation on a very (VERY) old TV, he'll need to convert from NTSC to PAL-M. Why people would want to do that? Dunno, I HATE playstations

    actually i am testing TVs in the US to send to different countries. Currently need to test for pal-m and Pal-n.
