Down with PBC

I have a very simple Toshiba SD-K760 DVD player and I burned a windows movie using Nero to a standard CD-R disc. Wouldn't play on the DVD player. Tried all the high tech tricks and suggestions to no avail.

Taking shots in the dark, I disabled PBC and the video played like a charm.

I would surmise therefore that the fault lies either with,

1. The AUTHORING (in this case, NERO and/or the user's adjustments to it)
2. The PLAYER's VCD support (which has been waning industry-wide lately)

Has nothing to do with whether PBC is "bad" or "good".

For what it's worth...
Toshiba in the past was infamous for actually making a line of DVD players sold in the US that didn't support VCD on any format - commercial or CD-R/RW. I don't have a very good opinion of them and I wouldn't be surprised if their VCD support is lacking.

Nero does NOT make compliant VCDs. It comes close, but Nero does take shortcuts with some things. If your Toshiba expects strict compliance with something Nero plays loose with, that could be the problem.

Even Philips has shakey VCD and SVCD support these days and doesn't fully support either format. Oh their players will play the discs most of the time, but certain features may not work. For example, my DVP-642 won't let me jump to a specific time in the VCD at all, I can only fast forward or rewing until I get where I want to go. If an SVCD has multiple audio tracks (SVCD support 2 separate channels), it will only play the first and if it finds any subtitles on the SVCD, it will only play the first and it CANNOT be turned off Don't rule out that your Toshiba is just not doing what it should. As a general rule, people rarely have problems with Nero authored VCDs, although as I said Nero doesn't fully implement the standards, particularly on photo VCDs.
