VCD's file system (unlike data CD) allows MPEG file size to be up to ~800MB on a standard CDR so if you have a VCD image file of the size you tell you'll be able to burn it.

VCDEasy may be a better choice for making up VCDs. I haven't used that format for a while, but when I used SVCDs, you could burn them in Mode 2 from a disc image and get about 830MB on a 700MB, 80 minute CD. Not sure if the VCD format can use that.

It would have to be a MPEG-1 if it's a VCD. If you just wanted a AVI CD data disc, you would use a lower bitrate for a smaller file, but only a computer or a Divx type player would play it.

A VCD uses a fixed bitrate of 1150Kbps, so the size is dependant on the running time of the video. If you wanted it smaller, you would need to shorten it, or use a out of specification bitrate, which could cause playing problems. See 'WHAT IS' VCD to the upper left for the VCD format. <<<<<<

82 minutes of movie is too long for even an 80 minute CD-R for VCD. You have several choices.
    1) Do NOT use Nero for encoding! Use TMPGenc (there are guides here at this web site on how to use it) and use a bit rate of about 1050 Kbps instead of 1150 and it will be small enough to fit.
    2) You can try to use Nero to overburn the 82 minutes onto an 80 minute CD-R, but probably it will fail.
    3) I don't know if you can get these in India, but if you can find 90 minute CD-R discs, you can probably burn to those. Most burners can burn to the 90 minute CD-Rs, but you must burn as slow as possible for it to be successful. The 90 minute CD-Rs violate CD-R standards (80 minutes is the maximum length for a CD-R according to the standards), but most devices can play them anyway. By the way, Nero will recognize all 90 minute CD-Rs as being only 80 minutes, so you set Nero to overburn up to 90 minutes before burning these discs.

You could try this with your VCD file: Use vcdgear to create an image file of your oversize VCD file. It will probably be a BIN/CUE file. In Nero Burning ROM go to 'Recorder>Burn Image' and select the CUE file.

This should get your 82 minute file onto a VCD format disc and be playable on most any VCD type player. I haven't done this with a VCD file, but it's worth a try. This will use Mode 2 burning. Mode 2 eliminates the error checking files from a CD. You don't need them with a video anyway, and it frees up more than enough space on a 700MB CD to fit up to a 830MB file in there. This is not the same as overburning.
