  1. Can we change the bitrate of mpeg files?

    Yes.

    Any mpeg encoder like tmpgenc can do it. Load the mpg file you want to change and apply the new bitrate you want. You can also change the aspect ratio and trim parts of the video if you need to.

    There's more to your question, I'd guess...

    1. Can you change the bitrate without re-encoding? NO! (Never)

    2. Can you change the bitrate without losing quality? Not really, but with a more efficient codec, the loss may not be perceptible to you. (e.g. MPEG2 @ 6Mbps --> h.264 @ 3Mbps)
