is there a way to make images out of high quality videos?

is there a way to capture high quality pictures, using high quality videos? like if I have a dvd, or any kind of high quality video i want to make pics of it that would look like real photographs, is there a way to do it?

DVD video might look good for video, but used for stills, it sucks. After all, it's 720x480/576 which is pathetic when digital still cameras have a resolution 10-20 times that.

I've used Adobe Premiere 6.5's frame capture to grab some pics from DV-AVI video, and sometimes you can get a decent (not great) photo, and sometimes not. Once you grab the frame, you have to deinterlace it, then resize it to 640 x 480 (I believe that's the size), and then it looks pretty good. Colors definately aren't as brilliant, and you can't blow them up without them getting pretty grainy. I did extensive research and testing on this about a year ago, and never did find a really good solution. So far, my Adobe Premiere 6.5 does as good as anything else that I've found. NASA developed a program that was called PICVIDEO which is a plugin for adobe. I tried the demo, and didn't see that much improvement.
