Is there software for upconverting SD video to HD 1080i?
Googling did not yield any results but I have heard that there is software that can do this.

Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

TMPGEnc Plus will let you encode at 1920x1080 if you pick one of the High profiles.

TMPGEnc:
Setting -> Video
Unlock the "Profile & Level" field and set it to "High Profile and High Level (HP&HL)".
Then set the frame size. And remember to use a much higher bitrate than normal. -
Yeah, DrP is talking about the same thing I had in mind. If you're handy with AviSynth, you can get some very surprising results. Here are a couple of threads that might help you:

LimitedSharpen is my favorite AviSynth sharpener:

Some (most?) of those guys in those threads are doing this for AVI (XviD mostly). There's nothing that says it has to be for MPEG-2. Use a good high bitrate matrix and the results can be astounding. -

Sounds interesting. If anyone actually tests these things then please report back with your results.
