Hi, I use Nero 7 Burning Rom. What is the best codec pack to use with this application?

There is no such things as a 'best codec pack', or a 'good codec pack', or even an 'acceptable codec pack'. Codec packs are the short road to codec hell. They install a lot of stuff you don't need, often have conflicting configurations, and can cause performance and playback/encoding issues that are difficult to resolve.

When you are trying to pplayback a file and don't get video or audio, or get an error of some type, use g-spot or avicodec to identify which codec you need in that instance. Locate the lastest version of just that codec and install it. Safe and sure.
