    are there any subtext file editing programs that can cut the files into parts?

    .ifo's don't contain subtitles. VOBs do.
    I think you'd be better off OCR'ing to .srt (with subrip) and then "cut" it up with Notepad or any text editor.

    DVD subtitles are bitmaps, not ASCII text.
