  1. Is there any program that can somehow restore the quality of old VHS videos to great or near master quality?

    Simple answer, no. You can never get back what is already lost.

    However you can filter and make it look better than the raw capture. If you capture to AVI, Virtualdub has a lot of filters to clean up a video and make it look better. Or if you have a DV camera with passthrough, VD can accept DV video. (With a DV codec installed.)

    There are other editors that can do it also, but VD is free and has many, many filters. It's a good place to start.

    Lots of expensive hardware usually owned by TV stations will help to a degree, but it depends on the quality of the original. VHS is such a low quality medium to begin with, you will never get master quality from it, no matter what kit you have available.

  6. Hardware works best, every bit helps right down to the cables you are using. Try the restoration forum for more info . I'd suggest starting with a good VCR, that can make a world of difference.

    Software works to some degree but it's been my experience that most filters remove detail just as much as they remove noise. As mentioned above you can't restore what's not there.
