In order to change the bitrate of a mp3, both 4Musics and mp3to128 programs work, but I was wondering if there was another way or another FREEWARE (not shareware) that I can use to change the bitrate of the mp3

Even lame by itself can do it.
    lame.exe input.mp3 output.mp3

You do realize that with any of those solutions, there is some loss of quality, right?

Many of us would rather leave the bitrate as is rather than re-encode from an mp3 source. But, to each his own...

  6. dbPowerAmp is great for a quick encoding to another quality. shell extension makes it a breeze

Is there any other way to change the mp3 bitrate and frequency WITHOUT the loss of quality?

you would loose quality even going up in bit rate - as you have to decompress a very lossy format and recompress it again ..
