What do you mean, "not perfect"?

MenuShrink a free tool to shrink menus into stills with or without audio!
DVDSubEdit: a free tool to modify your subtitles directly inside the vob.

Frame Accurate ? TMPGEncMpegEditor . It's good, but it is slow.

Give VideoReDo a try. They have a free eval period.

  5. Cuttermaran. But it requires elementary streams...

I think the Womble MPEG Video Wizard will do the job too. I've not used it, just recall seeing that here somewhere...

MPEG Video Wizard (not free) is frame-accurate. So is VideoRedo (no free), but many people have reported problems with video/audio sync. Many have reported that TMPGEnc's MPEG editor (not free) suits them fine, but others say it lacks enough features.

The above three programs (plus Cuttermaran) are your apparent best choices. I've used all, and settled on MPEG Video Wizard because it suits my particular needs. I also have, but don't use, Womble's MPEG-VCR (the predecessor to MPEG Video Wizard) because of its clumsiness.

In the end, you should evaluate each of these programs before you decide if one of them will do what you want. Hopefully, you won't just rely on opinions on this board, but actually put the evaluation copies of these programs through their paces.
