Pioneer 420 won't play one of my MP3s

I've been able to play MP3s in my 420. Today I tried one that I didn't create and it won't play. It plays fine in several different software players.

Anyone have an idea on why it won't play and what it is a quick way to convert incompatible MP3s to compatible ones?

It must be recorded to a CD-R or CD-RW in ISO 9660 format (standard for PCs) and have the .mp3 extension at the end of each name. The manual says any other content on the disc may cause the disc not to play or create noise/distorition in the output. I don't know how many levels deep the Pioneer can go to find the .mp3 tracks.

Another note, the manual says the sampling rate must be 44.1 or 48 khz (this is normal for mp3s) and that fixed-rate files are recommended (that is not normal). It says that VBR mp3 files are playable but the playing time may not be shown correctly.

Do you know how I can figure out the sampling rate of an MP3?

I loaded it into Vegas and the sampling rate appears to be 24 khz. I guess that's the problem. Thanks.
