Slow motion, or frame rate recution?

Hi all. I have used Pinnacle Studio, MPEG2VCR, Windows Movie Maker, and NERO Movie Maker, but I have yet to figure out how to slow frames down. Is it possible to do with any of my current programs, or is there a program out there that will make this poissible

I have Vegas 4. The help for supersampling says "Right-click the video bus track, choose Insert/Remove Envelope from the shortcut menu, and then choose Motion Blur Subsampling from the submenu." Subsampling is not one of the options that comes up.

If I insert a velocity envelope and set it to 50% it plays the video at half speed but only plays half of it. How do I slow it down and play all of it?

I didn't explain myself clearly. Is there a way to have the length of the video automatically adjust for any changes to the velocity envelope so that all the frames are played?

WOW, there are alot of programs out there. I will go with the one that you guys are talking about, since you are giving a tutorial. LOL

Here's my pennies worth........... Ulead Videostudio 8 allows you to control the speed of a clip down to 10% if you need. Was fiddling with that last night!

TNX Rivers. I like the Ulead Gif Animator, so I will try that software out, definately.
