2.1b means - Latin1 section Arial BOLD 28 transparent bg.
Latin2 section Arial Bold 28 transparent bg. - except " " (reason if a blank dark subtitle stripe appears - switch to latin2 section)

accoriding to my findings: much better readable subtitles if BOLD and with background
