Inverse Telecine (ivtc) with ffmpegx?

Is it possible to use an ivtc with ffmpegx? Does the framerate option on the first screen have anything to do with this or does that just axe 6 frames if you select 23.97 when encoding a 29.97 source? The de-interlace option under filters is strictly a de-interlace right?

I know that mencoder has an ivtc built in, but I need to ivtc something than encode to mpeg2. Any thoughts?

There is an open sourced ivtc filter in mplayer. Is there anyway ffmpegx could work with external plugins? I am very anxious to test this out with my work. I believe my sync problems may be caused by incorrectly down converting to 24 fps.
